I purchased this myself at Katseye's album release pop-up event in Hollywood, where they sold a limited amount of the Urban Outfitters edition of this vinyl. The UO version is with the neon blue colored record.
These are signed on the actual cover (not on a paper insert), so all of these were sold UNSEALED.
The vinyl has never been played! It also comes with a pack of photocards / PCs (never opened), which will be slid into the front cover pocket.
